CERNET, the China Education and Research Network, is a not-for-profit, central government body formed to oversee the development and implementation of a university-based nationwide Internet backbone. By 1997, fulfilling this mandate was well underway. CERNET was connected to 280 of China’s 3,035 universities and colleges. Much work nonetheless remained.
